EdNet Private School Ranking Methodology                    

The EdNet Private School Ranking is based on a unique methodology developed by agency specialists, inspired by a thorough analysis of school ranking practices in the USA, UK, UAE, Russia, and other countries. This methodology includes objective and comprehensive indicators that evaluate the level of educational services provided by private schools. It involves surveys of experts and school leaders, helping parents make informed decisions about their children's education.

To conduct the survey, each participating private school leader was asked to nominate 10 experts. These included specialists in school education, principals of public schools in Bishkek, current and former officials from the Ministry of Education and Science of the Kyrgyz Republic, the City Education Department, the Kyrgyz Academy of Education (KAO), and other organizations.

In the second survey round, private school leaders from Bishkek — including principals, founders, and vice-principals — participated.

In addition, all private schools that agreed to participate in the ranking filled out detailed school questionnaires. Based on the responses, scores were calculated for learning conditions, academic results, learning environment, and other indicators.

The Ranking Process Consists of 6 Stages

Stage I
At the first stage, EdNet representatives met with school leaders to explain the goals, methodology, and phases of the ranking process. Afterward, school leaders signed contracts and appointed a coordinator from each school.

Stage II
At this stage, schools received access to the information system at 
www.rating.kg. The school’s program coordinator collected necessary data from:

  •         School principals
  •         Vice-principals

These individuals submitted 10 names and contact details of experts in national and international school education systems who are well-acquainted with the private school sector.

Stage III
The coordinator completed the School Questionnaire. This questionnaire allowed each school to present its full potential, capabilities, and development prospects.

Stage IV
Once all data was submitted, the EdNet team — using a soft ranking approach and expert input — selected the top 100 education experts and 120 school directors and vice-principals.

Stage V
At this stage, a survey of experts and school leaders (directors and vice-principals) was conducted.

Stage VI
Following the surveys, the final ranking of private (non-budgetary) schools in Bishkek was generated using a specialized software program. This stage was completed by June 1, 2025.

 

Ranking of Private Schools in Bishkek

Over 80 private schools operate in Bishkek, the capital of Kyrgyzstan, offering a wide variety of educational services. For parents and students, navigating this diversity can be challenging. The EdNet ranking of private schools in Bishkek serves as a crucial tool to assess educational quality and help families select the right school.

Only secular private schools with a valid state license and operating within the updated boundaries of Bishkek are eligible to participate in the ranking.

Eligibility Criteria for the Ranking

  •          Fully Licensed Schools: Only schools with a valid government license in accordance with the regulations of the Kyrgyz Republic are included.
  •         Operational Experience: A school must have completed at least one full graduating class to ensure that its educational process has been practically tested.
  •          Exclusions: Schools that opened in the current academic year, evening schools, and institutions offering only distance or correspondence education are excluded.
  •          Public and Municipal Schools: Government-funded schools, including public and municipal institutions, are not included in the ranking.
  • Compliance with State Standards (GOS): Schools whose educational programs do not align with the state educational standards (GOS) of the Kyrgyz Republic are not eligible.

Thus, the EdNet Private School Ranking provides transparent and objective information about the leading educational institutions in Bishkek, taking into account a wide range of factors and criteria that are important for parents and students when choosing a school.

 

In our first ranking, we divided all schools into three groups based on the scores they received:

Outstanding Level

  • The school significantly exceeds standard requirements and offers unique opportunities.
  •          Academic Process — Specialized programs, advanced courses, individual approach, preparation for leading universities.
  •          Teaching Staff — Teachers who are leaders in their fields and actively developing their professional skills.
  •          Material and Technical Base — Innovative technologies, modern laboratories, comfortable conditions.
  •          Safety and Nutrition — High-level organization of all aspects, convenient transport accessibility, including student transportation services.
  •          Reputation — The school is recognized as one of the leading institutions in its specific field or as a leader in education in its city, and its graduates enter top universities worldwide.
  •          School Management — A professional team of managers with strategic vision, implementing innovations and building a strong educational community.

 

Good Level

  • The school meets state requirements and offers enhanced learning conditions.
  •          Academic Process — Expanded programs, additional classes, methodologies that help students realize their potential.
  •          Teaching Staff — Experienced, motivated teachers who regularly undergo professional development.
  •         Material and Technical Base — Modern equipment, a comfortable environment, and improved learning conditions.
  •          Safety and Nutrition — High level of comfort, healthy food, enhanced security system.
  •          Reputation — The school has a good reputation among parents and students, and its graduates successfully enter universities.
  •          School Management — Effective leadership focused on developing the educational environment, modernizing the learning process, and supporting teachers.

 

Basic Level

  • The school meets state standards but offers minimal additional opportunities.
  •          Academic Process — Conducted in accordance with established subject requirements.
  •          Teaching Staff — Qualified teachers meeting basic requirements.
  •          Material and Technical Base — Availability of necessary textbooks, equipment, and a minimal set of laboratories.
  •         Safety and Nutrition — Meets regulatory requirements, ensuring comfortable conditions for students.
  •          Reputation — The school is known in its district but does not have outstanding achievements or recognition.
  •          School Management — The administrative team performs basic management functions but does not aim for strategic development or innovation.

 

       What doesthe organization declined from participation in rankingmean? 

 

      Schools that did not participate in the ranking are schools for which EdNet does not have complete data on their education system. In this case, the assessment is incomplete and based solely on a survey conducted among experts and school administrators in Bishkek. EdNet acknowledges that if complete data about these schools were available, their assessment could change significantly. However, they are included in the list to inform the public about all schools operating in Bishkek.
